<p>Shehabuddin Kisslu:  Bomb threat forced a terminal the John F. Kennedy airport Friday. The Terminal 4 at John F. Kennedy International Airport was evacuated immediately.</p>



<p>On Friday morning, an individual claimed to have a bomb in their luggage, according to the NYPD.</p>



<p>Emergency services and the NYPD Bomb Squad responded to the scene, and a safe perimeter was established.</p>



<p>Police report that the Port Authority Police Department has a person of interest in custody.</p>



<p>Police say Terminal 4 departures were temporarily evacuated.</p>



<p>Police say an investigation deemed the luggage not hazardous, and the terminal has been reopened.</p>

<p>Newsman: &nbsp;New rules have been set up to speed up the FIFA world cup 2026. The referees chosen to work the 2026 World Cup have some new tools to speed up the games and ensure that any match-altering officiating mistakes are corrected.</p>



<p>A substituted player must exit the field within 10 seconds. If there&#8217;s a delay, the team plays a man down for at least one minute before the replacement can enter the field.</p>



<p>There are now five-second countdowns for goal kicks and throw-ins. The team ahead at the end of a game is often slow to put the ball back in play. If a goalkeeper or defending player takes too long on a goal kick, the referee could award a corner kick to the other team. Likewise, if a player deliberately delays a throw-in, the opposing team could be given the throw-in instead.</p>



<p>The chairman of the FIFA Referees Committee, Pierluigi Collina, has long focused on time-wasting during games. At the last World Cup, four years ago in Qatar, he ensured that stoppage time was properly added during the competition. Some 90-minute matches saw as much as a half hour of added time.</p>



<p>VAR, the video assistant referee, will have more opportunities to review calls during the game. These include the proper awarding of corner kicks, analysis to determine whether a player was in an offside position and a review of a second yellow card resulting in the send-off of a player.</p>



<p>There&#8217;s another technological improvement that viewers will notice at this World Cup: Officials will wear an eye-level video headset, so fans can see a replay of the action as the referee saw it during key decisions.</p>

<p>Newsman:&nbsp; President Trump picks the current U.S. Attorney for the Southern District of New York &nbsp;Jay Clayton for Director of National Intelligence. President Trump on Thursday named Jay Clayton, a federal prosecutor and former head of the Securities and Exchange Commission, to serve position.</p>



<p>&#8220;Few people anywhere in the Legal Community are respected at the level of Jay,&#8221; the president wrote in a post on Truth Social announcing the nomination. &#8220;I encourage the United States Senate to confirm Jay as soon as possible. Thank you for your attention to this matter!&#8221;</p>



<p>Trump said that he is nominating the current U.S. Attorney for the Southern District of New York and former U.S. Securities and Exchange Commission Chairman Jay Clayton to head the intelligence agency.</p>



<p>Trump&#8217;s announcement comes after both the House and Senate earlier Thursday failed to pass extensions of Section 702 of the Foreign Intelligence Surveillance Act, which is set to expire at the end of the day Friday. Clayton&#8217;s nomination will not be enough to keep the FISA 702 program from expiring Friday. On Thursday, the House failed in its effort to pass a three-week extension of the program and left Washington for a scheduled recess. They are set to return to Washington the week of June 22.</p>



<p>President Trump&#8217;s announcement to nominate the U.S. attorney comes as pushback grows against his choice of Bill Pulte to serve as acting Director of National Intelligence. Democratic revolt over Trump&#8217;s DNI pick Pulte puts FISA re-authorization in jeopardy. Pulte drew bipartisan concern on Capitol Hill over his lack of previous experience in national security and intelligence.</p>



<p>Journalist asked Trump on Thursday about Pulte continuing to serve as acting director given his lack of intelligence experience.</p>



<p>&#8220;He&#8217;s only there for a little while. He&#8217;s running it for a short while we get a very talented person, Jay Clayton, in,&#8221; Trump said in the Oval Office.</p>



<p>Clayton spent the bulk of his career as a corporate attorney, and prior to his appointment as U.S. attorney last year, lacked meaningful experience in criminal matters.</p>



<p>He has spent the last year overseeing one of the country&#8217;s highest profile federal prosecutor&#8217;s offices &#8212; focusing on drugs, gangs, immigration and fraud cases &#8212; and was also tapped to lead an investigation that Trump directly called for into high-profile Democrats such Bill Clinton, Larry Summers and Reid Hoffman&#8217;s alleged associations with Epstein. Nothing appears to have resulted from that investigation, and earlier this year acting Attorney General Todd Blanche said the Justice Department did not have any active cases into Epstein associates.</p>



<p>Clayton also oversaw the unsealing of grand jury materials related to Epstein, prompting complaints from victims about the disclosure of their sensitive personal information. The Justice Department&#8217;s push to unseal those materials resulted in little new information about the investigations into Epstein and was criticized by judges as a largely performative effort while the DOJ refused to release their own materials.</p>



<p>Clayton&#8217;s office has brought the first two prosecutions of insider trading on prediction markets, including cases against a Special Forces soldier and Google employee, putting his office at the center of the debate about how to govern the sites that critics say are rife with insider trading.</p>



<p>&#8220;There&#8217;s a great phrase, &#8216;opportunity for fraud,'&#8221; Clayton said, criticizing the state&#8217;s mail-in voting laws.&nbsp;</p>



<p>Clayton spent most of his career at the law firm Sullivan &amp; Cromwell, where he represented hedge funds, wealthy investors, large banks and massive corporations such as Deutsche Bank, UBS and Alibaba Group. Clayton represented Goldman Sachs during the 2008 financial crisis and Barclays when it purchased Lehman Brothers&#8217; assets out of bankruptcy.</p>



<p>During Trump&#8217;s first administration, Clayton led the SEC, cracking down on cryptocurrencies and winning $14 billion in monetary remedies, including returning $3.5 billion to investors.</p>



<p>Clayton was never confirmed by the Senate as U.S. attorney, though his nomination was approved by the federal judges in the district and was seen by many as a steady hand to lead the high-profile office.</p>

<p>Newsman: The U.S. government is on track to reach its $41.1 trillion debt limit next year, likely between late winter and mid-summer, a trusted independent forecaster predicted Thursday.</p>



<p>The new projection comes from the Bipartisan Policy Center, which used the latest data on U.S. cash flow to predict when the nation will again risk defaulting on its billions of dollars in loans, after Republicans acted last summer to raise the limit by $5 trillion through their One Big Beautiful Bill Act.</p>



<p>Once the debt limit is reached, the Treasury Department begins what it calls “extraordinary measures” to tap cash reserves and use accounting maneuvers that keep the U.S. from breaching the ceiling. Those cash conservation tactics are likely to buy another six to nine months, the nonpartisan think tank predicts.</p>



<p>Congress’ nonpartisan scorekeeper predicted earlier this year that federal debt held by the public will rise from more than 100 percent of GDP this year to 120 percent in a decade, far exceeding the previous high of 106 percent of GDP in 1946. At the same time, new polling shows that more U.S. adults now view the deficit as a bigger problem than they did a year ago, as the United States is on track to spend $2 trillion more than it takes in during the current fiscal year.</p>



<p>The next Congress and President will need to enact a new law to further raise or waive the borrowing cap, in order to stave off an unprecedented U.S. debt default many economists predict would depress the global economy.</p>

<p>Newsman: A bipartisan majority in the House voted on Wednesday to end the war with Iran. In the Republican-led House, “The war powers resolution passed by a vote of 215 to 208” with four Republicans joining Democrats in support.</p>



<p>&#8220;Remember … Iran declared war on us 47 years ago. They chant &#8216;death to America.&#8217; The president is trying to keep the people safe,&#8221; Johnson told reporters. House Speaker Mike Johnson, R-La., defended President Trump&#8217;s decision to attack Iran ahead of the vote.</p>



<p>The conflict began on Feb 28 with strikes by U.S. and Israeli forces on Iran. Under the 1973 War Powers Act, the president has 60 days to end hostilities if there has been no congressional authorization – though he is able to seek a 30-day extension. The same law also gives Congress the ability to end hostilities by voting on a resolution to end military action, subject to presidential veto.</p>



<p>The resolution had originally been set for a vote two weeks ago, but Republican leaders sent House members home early for a May recess when it appeared the largely Democratic-backed measure had enough Republican votes for passage. However, the extended break didn&#8217;t shift GOP support to kill the measure.</p>



<p>The vote is mostly symbolic. Democrats, despite multiple attempts, have been unable to pass a war powers resolution through the Republican-led Senate. Even if the measure passed in Congress, it would almost certainly be vetoed by President Trump, whose administration has questioned the constitutionality of the War Powers Act.</p>



<p>In the Senate, Democrats are hopeful their efforts may be gaining momentum. Last month, they won support on a procedural measure to set up a war powers vote after a handful of Republicans broke ranks to join them. A final vote has yet to be scheduled.</p>



<p>President Trump blasted the vote in a post on social media Thursday. He wrote:</p>



<p>&#8220;Yesterday, in a meaningless vote, the House voted, 4 bad Republicans and all of the Dumocrats, to limit my War Powers, right in the middle of my final negotiations to end the War with the Islamic Republic of Iran. Who would do such an unpatriotic thing. They know where the negotiations stand. The Democrats are fueled by Trump Derangement Syndrome. They would rather have our Country fail than give me another, of many, victories. The four Republicans, that&#8217;s a whole other story &#8211; They&#8217;re GRANDSTANDERS! They should be ashamed of themselves. MAGA!!! President DJT.&#8221;</p>



<p>The administration has furiously pushed against the effort in both the House and Senate. Wednesday&#8217;s vote signals his support for the war may be slipping even among some members of his own party.</p>



<p>Now more than 90 days into the conflict, some Republicans have expressed frustration that the war does not appear to have a clear end in sight. Talks to end the war have yet to gain clear traction, casting doubt on a fragile ceasefire. Just hours before the vote, Iran and the U.S. traded strikes in the Persian Gulf.</p>



<p>Fitzpatrick was joined in supporting the resolution by three other Republicans: Tom Barrett of Michigan, Ohio&#8217;s Warren Davidson and Thomas Massie of Kentucky.</p>



<p>Following the Iran vote, top Republicans were also rebuked on a measure to provide aid to Ukraine. Six Republicans joined Democrats to move the measure forward, setting it up for a vote for final passage.</p>

<p>Newsman: Federal Housing Finance Agency Director Bill Pulte will serve as the acting director of national intelligence. Tulsi Gabbard is set to leave her post on June 30. &nbsp;President Donald Trump announced on Tuesday his decision appointing Federal Housing Finance Agency Director Bill Pulte as the acting director of national intelligence. But in his announcement on Tuesday, Trump said he was tapping Pulte for the temporary role. Pulte would need Senate confirmation if nominated to serve in the role full time.</p>



<p>Trump said, Pulte will remain the director of Federal Housing Finance Agency and also continue as a chairman of the mortgage groups Fannie Mae and Freddie Mac.</p>

<p>Newsman: Joe Kent, director of the National Counterterrorism Center, has resigned, saying he cannot support the war in Iran.</p>



<p>Joe Kent, the former director of the National Counterterrorism Center who resigned over his opposition to the Iran war, told Tucker Carlson that &#8220;Israel drove the decision&#8221; to strike Iran and rejected that there was an &#8220;imminent&#8221; threat to the United States.</p>



<p>Kent, who announced his resignation on Tuesday, also said that he thinks President Donald Trump knows the war &#8220;is not going well.&#8221;</p>



<p>&#8220;The Israelis drove the decision to take this action, which we knew would set off a series of events, meaning the Iranians would retaliate,&#8221; Kent said in a nearly two-hour-long interview that aired Wednesday evening.</p>



<p>&#8220;The Israelis felt emboldened and that no matter what they did, no matter what situation they put us in, that they could go ahead and take this action and we would just have to react,&#8221; he added.&nbsp;</p>



<p>Kent is a combat veteran who served more than 20 years in the U.S. Army and completed 11 combat deployments in the Middle East.</p>



<p>Kent oversaw the U.S. counterterrorism and counternarcotics enterprise and, according to his biography, he served as the principal counterterrorism adviser to the president. He was confirmed as director of the National Counterterrorism Center in a narrow 52-44 vote in the Senate last July.</p>



<p>During the interview with Carlson, Kent said there was no intel that Iran was planning a strike on the U.S. without the U.S. first launching an attack on them.</p>



<p>&#8220;There was no intelligence that said, &#8216;Hey, on whatever day it was, March 1, the Iranians are going to launch this big sneak attack. They&#8217;re going to do some kind of a 9/11, Pearl Harbor, etc. They&#8217;re going to attack one of our bases. There was none of that intelligence,&#8221; Kent claimed.</p>



<p>Trump on Tuesday reacted to Kent&#8217;s letter while answering questions from reporters in the Oval Office, saying, &#8220;I always thought he was a nice guy.&#8221;</p>



<p>&#8220;Well, I read his statement. I always thought he was a nice guy, but I always thought he was weak on security, very weak on security,&#8221; Trump said. &#8220;I didn&#8217;t know him well, but I thought he seemed like a pretty nice guy.&#8221;</p>



<p>&#8220;But when I read a statement, I realized that it&#8217;s a good thing that he&#8217;s out,&#8221; Trump added. &#8220;Because he said that Iran was not a threat. Iran was a threat. Every country realized what a threat Iran was. The question is whether or not they wanted to do something about it. And many people, many of the greatest military scholars, are saying for years that [the] president should have taken out Iran because they wanted a nuclear weapon.&#8221;</p>



<p>In his interview with Carlson, Kent said that before he resigned, he had &#8220;not the best conversation&#8221; with Trump to explain his reason for resigning, but that the president was &#8220;respectful&#8221; and that he thinks they remain on &#8220;good terms.&#8221;</p>



<p>&#8220;I think the president is someone who listens, and so I think he&#8217;s listening not necessarily just to me and to you, but I think he is listening to a lot of different people, because I think he knows at a core level, this is not going well, and he needs to find a way for us to get out of this,&#8221; Kent said.</p>



<p>&#8220;Americans want to know why we&#8217;re going to war, what the end state is, and they can get on board in general, if that&#8217;s clearly articulated. That&#8217;s not the case with Iran,&#8221; Kent said.</p>



<p>Kent said he made his decision to resign over the weekend because his dissenting opinions about the war weren&#8217;t &#8220;getting through,&#8221; adding that the rising American service member death toll was his &#8220;real breaking point.&#8221;</p>



<p>&#8220;I know this path that we&#8217;re on, it doesn&#8217;t work. I&#8217;ve seen enough data. It&#8217;s time to do something different,&#8221; he said.</p>



<p>In his resignation letter, Kent accused Israel of mounting a &#8220;misinformation&#8221; campaign to &#8220;deceive&#8221; Trump into launching this war. He blamed Washington&#8217;s decision to attack on &#8220;pressure from Israel and its powerful American lobby.&#8221;</p>



<p>In the interview with Carlson, Kent offered unfounded conspiracies about Israel&#8217;s efforts to pressure the U.S. &#8212; including a suggestion Israel may have been behind the assassination of right-wing political activist Charlie Kirk, known for his opposition to war with Iran, and even the attempted assassination of President Donald Trump.&nbsp;</p>

<p>Newsman:&nbsp; Chinese President Xi Jinping issued a warning to President Donald Trump during their high-stakes summit in Beijing, saying that if the issue of Taiwan is handled &#8220;improperly,&#8221; the two nations could &#8220;come into conflict,&#8221; according to China&#8217;s official state broadcaster Xinhua.</p>



<p>Trump and Xi had a “good meeting,” according to White House official, but the official readout has no mention of Taiwan &#8212; which Xi earlier warned of a “conflict” if the issue was handled improperly.</p>



<p>&#8220;The two sides agreed that the Strait of Hormuz must remain open to support the free flow of energy. President Xi also made clear China’s opposition to the militarization of the Strait and any effort to charge a toll for its use, and he expressed interest in purchasing more American oil to reduce China’s dependence on the Strait in the future. Both countries agreed that Iran can never have a nuclear weapon.”</p>



<p>President Trump’s trip came at a time when the US war with Iran loomed and was leading to economic consequences for Americans at home.</p>



<p>However, President Xi did say that if the issue is handled &#8220;properly,&#8221; &#8220;bilateral relations can remain generally stable.&#8221;</p>



<p>After a dramatic welcoming ceremony, Trump sat down with Xi on the first day of a multi-day summit, during which Trump said he&#8217;d seek to deepen diplomatic and economic ties between the world&#8217;s two largest economic powers.</p>



<p>Iran was also discussed between the leaders, with both sides agreeing that the Strait of Hormuz should remain open. This is a position China has already held.</p>



<p>The meeting also covered investments, economic cooperation, fentanyl and increasing Chinese purchases of American farm products.</p>



<p>The bilateral meeting between the two leaders in the Great Hall of the People lasted more than 2 hours according to pool reporters traveling with the president.</p>



<p>Ahead of the meeting, after Trump and a slate of other U.S. officials had gathered around the negotiating table, Trump called Xi a &#8220;great leader&#8221; and touted their relationship.</p>



<p>&#8220;Such respect for China, the job you&#8217;ve done. You&#8217;re a great leader. I say it to everybody. You&#8217;re a great leader,&#8221; Trump said. &#8220;Sometimes people don&#8217;t like me saying it, but I say it anyway, because it&#8217;s true. I always say the truth.&#8221;</p>



<p>&#8220;We&#8217;ve had a fantastic relationship. We&#8217;ve gotten along,&#8221; Trump said. &#8220;When there were difficulties, we worked it out. I would call you, and you would call me, and whenever we had a problem &#8212; people don&#8217;t know &#8212; whenever we had a problem, we worked it out very quickly, and we&#8217;re going to have a fantastic future together.&#8221;</p>



<p>In his opening remarks, Xi told Trump that China and the U.S. &#8220;both stand to gain from cooperation and lose from confrontation.&#8221;</p>



<p>&#8220;We should be partners, not rivals, &#8220;he continued. &#8220;We should help each other succeed and prosper together and find the right way for major countries to get along well with each other in the new era.&#8221;</p>



<p>According to a bulletin from Xinhua, Xi emphasized that the issue of Taiwan is &#8220;the most important issue in China-U.S. relations,&#8221; saying if they are &#8220;if handled improperly, the two countries will clash or even come into conflict, pushing the entire China-U.S. relationship into a very dangerous situation.&#8221;</p>



<p>Secretary of State Marco Rubio told Fox News ahead of the visit &nbsp;that the U.S. will urge China to take a more assertive role in resolving the U.S.&#8217;s war with Iran during Trump&#8217;s meeting with Xi.</p>



<p>&#8220;It&#8217;s in their interest to resolve this. We hope to convince them to play a more active role in getting Iran to walk away from what they&#8217;re doing now and trying to do now in the Persian Gulf,&#8221; Rubio said during an interview taped on Air Force One Tuesday while Rubio and Trump were on their way to Beijing.</p>



<p>&#8220;We&#8217;ve made clear to them, you know, that any support for Iran would obviously be detrimental for our relationship. That obviously is going to come up in this conversation,&#8221; Rubio said.</p>



<p>Trump was asked ahead of the state dinner, &nbsp;whether the pair would discuss diplomatic ways to end the war with Iran, which is in its third month. Trump said the U.S. had Iran &#8220;very much under control,&#8221; adding that it would be among the topics discussed.</p>



<p>&#8220;We&#8217;re either going to make a deal or they&#8217;re going to be decimated, one way or the other. We win,&#8221; Trump said. &#8220;We&#8217;re going to be talking about; we&#8217;re going to be talking with President Xi.&#8221;</p>



<p>The last time Xi visited the White House was in September 2015 when former President Obama hosted him for a State Visit. The visit will be one of four meetings that the leaders wanted to have this year as part of their agreement last fall that put a pause on the tit-for-tat tariff war last year.</p>



<p>Trump said on social media on Tuesday that he planned to ask Xi to &#8220;open up&#8221; the Chinese economy. The U.S. delegation includes Rubio, Treasury Secretary Scott Bessent, Defense Secretary Pete Hegseth, U.S. Ambassador to China David Perdue and U.S. Trade Representative Jamieson Greer. CEOs Elon Musk of Tesla and SpaceX, Tim Cook of Apple and Jensen Huang of NVIDIA as well as the president&#8217;s son Eric Trump and daughter-in-law Lara Trump were also present.</p>



<p>Trump said the business leaders joined him to &#8220;pay respects&#8221; to Xi.</p>



<p>&#8220;We asked the top 30 in the world. Every single one of them said &#8216;yes,&#8217; and I didn&#8217;t want the second or the third in the company. I wanted only the top. And they&#8217;re here today to pay respects to you and to China, and they look forward to trade and doing business, and it&#8217;s going to be totally reciprocal on our behalf,&#8221; Trump said.</p>



<p>The White House said one of Trump&#8217;s goals going into the summit with Xi is to secure purchasing agreements with China in the aerospace, agriculture and energy sectors and the CEOs traveled with the president to help push for that.</p>



<p>China&#8217;s Foreign Ministry spokesperson, Guo Jiakun, said that the scheduled diplomatic meetings were expected to play &#8220;an irreplaceable role in providing strategic guidance for China-U.S. relations.&#8221;</p>



<p>&#8220;During the visit, the two heads of state will have an in-depth exchange of views on major issues concerning China-U.S. relations and world peace and development,&#8221; Guo added, according to a transcript published by the ministry. &#8220;China stands ready to work with the U.S. to expand cooperation and manage differences in the spirit of equality, respect and mutual benefit, and provide more stability and certainty for a transforming and volatile world.&#8221;</p>

<p>The self-governed island claimed by Beijing is a major source of US-China tension, alongside tariffs, competition over tech and the Iran war</p>



<p>But Beijing also gave Trump a grand welcome &#8211; in Chinese diplomacy, that is not mere flattery, but carries real weight, writes our China correspondent</p>



<p>The delegation features several business leaders and billionaires, including Tesla&#8217;s Elon Musk, Apple CEO Tim Cook and Nvidia head Jensen Huang.</p>



<p>Xi heralded the US-China relationship as the world&#8217;s &#8220;most important&#8221;, representing a collective population of 1.7 billion people. The Chinese president also said that &#8220;the great rejuvenation of the Chinese nation&#8221; and &#8220;Make America great again&#8221; can go hand in hand.</p>



<p>In response, Trump called his visit a &#8220;great honour&#8221; and invited Xi and his wife, Peng Liyuan, to visit the White House in September.</p>



<p>The banquet followed a high-stakes meeting between Trump and Xi, which lasted for about two hours. They later toured the Temple of Heaven.</p>



<p>On the agenda of today&#8217;s talks was the future of Taiwan, which China claims as part of its territory.</p>



<p>The self-governed island is a major source of tension between Beijing and Washington, with China&#8217;s foreign ministry warning of &#8220;clashes and even conflicts, putting the entire relationship in great jeopardy&#8221; if the situation isn&#8217;t handled &#8220;properly&#8221;.</p>



<p>Both sides pointed to a continuity of the trade truce struck last October, under which Washington paused steep tariff hikes while Beijing eased restrictions on rare earth exports.</p>



<p>The White House says both leaders agreed to establish a new &#8220;Board of Trade&#8221; &#8211; a mechanism that could ease future trade ties, though US officials have cautioned it is far from operational.</p>



<p>Beijing also signaled a willingness to buy American agricultural goods and energy products, but no specifics were announced.</p>



<p>Xi said recent trade talks in South Korea had made &#8220;progress,&#8221; while warning that Taiwan was &#8220;the most important issue in China-US relations&#8221; &#8211; one that could push the two countries towards &#8220;a highly perilous situation&#8221;.</p>



<p>The US called the meeting &#8220;highly productive&#8221; while Trump called it &#8220;the biggest summit ever&#8221; and promised &#8220;a fantastic future together.&#8221;</p>



<p>There were multiple roadblocks in Beijing today, but that didn&#8217;t stop people waiting and scrambling for a glimpse of Donald Trump&#8217;s motorcade as it travelled across the city.</p>

<p>Newsman: New York City Mayor Zohran Mamdani announced on Tuesday that his administration had balanced the budget thanks to a combination of state support, new revenue, and belt-tightening.</p>



<p>Mamdani positioned the first budget of his administration, $124.7 billion for Fiscal Year 2027, as a major shift away from austerity while maintaining fiscal stability.</p>



<p>The plan closes significant budget gaps without raising property taxes, cutting services, or tapping into reserve funds &#8211; moves the administration says protect working-class New Yorkers as facing deficits exceeding $12 billion is the largest since the Great Recession.</p>



<p>&#8220;It is evidence of a new era of government in our city, one that can balance both ambition and fiscal responsibility,&#8221; Mamdani said.</p>



<p>City Comptroller Mark Levine warned of deficits of more than $7 billion.</p>



<p>&#8220;This is really a one-shot windfall that I would prefer seeing used to bolster reserves, which is something to protect us for the uncertainty ahead,&#8221; Levine said.</p>



<p>Agencies were directed to appoint Chief Savings Officers, generating $1.77 billion in savings across FY26 and FY27. Additional reforms, including program efficiencies and a revised debt payment schedule, are expected to save billions more.</p>



<p>Prior to the budget release, Governor Kathy Hochul and Mayor Mamdani announced new state support and actions to help New York City close its deficit. Governor Kathy Hochul, in partnership with the state legislature, has secured an additional $4 billion in gap-closing support.</p>



<p>One billion dollars was secured by delaying class size restrictions, providing additional school aid and other policy compromises, and $2.3 billion by delaying pension payments for unionized city employees.</p>



<p>&#8220;This restructuring has no impact on retirees and their benefits or current employees and their future benefits,&#8221; Mamdani said.</p>



<p>That&#8217;s in addition to new revenue streams such as a pied-à-terre tax targeting high-value second homes. The city is also pursuing reforms to reduce a tax credit that primarily benefits wealthy residents.</p>



<p>Mamdani framed the budget as a rejection of past austerity measures.</p>



<p>&#8220;We are restoring fiscal stability without asking working families to pay for a crisis they did not create,&#8221; he said.</p>



<p>The budget includes new investments across key areas. Funding will expand libraries, parks, public transit affordability programs, and education and child care initiatives &#8211; including a new municipal daycare system &#8211; to support families.</p>



<p>Public safety spending will boost community-based programs, legal support, and emergency services staffing.</p>



<p>Other priorities include safer streets, expanded sanitation efforts, worker protections, and mental health services.</p>



<p>The city is also increasing capital spending, committing billions to affordable housing and the New York City Housing Authority, marking one of the largest NYCHA investments in recent history.</p>
